Where Can I Find A Good Open Source Php Or Perl Application?

im looking for a open source app to allow people to upload and share files very similar to the way garrysmod.org works

    This maybe a little overkill. But a lot of people are doing this type of thing with Joomla (see sources).
    With the right customizations and plug-in this kind of thing should be possible. But it maybe overkill. I can’t think of a simple sharing application in php/perl off the top of my head.
    Joomla is however the most popular CMS out, so there should be lots of free available support to get you going with your endeavor.

    I agree, I use Joomla for one of my sites http://cazpa.com
    it is perfect and stable!
